About This Program

Independent Living is a community-based contracted program through the Delaware Department of Services for Children, Youth and Their Families, Division of Family Services. 

This program aims to provide independent living preparation, skills, training, and case management to current youth in or who have exited the foster care system, ages 16-23. 

Services are provided through referrals made by the Division of Family Services of self-referrals for individuals 18-23 years of age.

Who is eligible?
 Delaware youth ages 16-23 who fall into one of the below categories are eligible: 
Youth in foster care or group home setting 
Youth who have “aged out” of the foster care system 
Youth who obtained guardianship or adoption after age 16
 
*Note:  A youth who exited care in another state is eligible for limited Independent Living services in Delaware, however, verification must be obtained before services are provided. 
How can I participate in the program?
Referrals are submitted through the Division of Family Services. If you are 18 or older, you can make a self-referral for independent living services.
What areas in Delaware provide independent living services?
The Independent Living program is statewide and consists of contracted Independent Living Providers located in New Castle, Kent, and Sussex Counties. People’s Place Independent Living Program provides services in New Castle, Lower Kent, and Sussex Counties.
Does People's Place Independent Living provide housing?
People’s Place Independent Living Program provides community-based services and is not a housing program. While we are not a housing program, we can connect youth with housing services in the community and make referrals to transitional and independent living housing.
