About This Program

Established in 1994, Turning Point has become a cornerstone in the fight against domestic violence in Delaware. Our services include adult and child victim services, DVCC certified intervention, domestic violence community health advocacy, DELTA/prevention services, and education on healthy relationships and anger management. We collaborate with court systems, probation and parole, and offer resources for self-referred individuals and attorneys. With a focus on safety, healing, and education, Turning Point aims to empower individuals and communities to stand against domestic violence.

We Provide Support

Turning Point offers a comprehensive suite of services aimed at addressing domestic violence through prevention, intervention, and educational programs. Serving Kent and Sussex County, Delaware, our programs are designed for court systems, probation and parole, self-referred individuals, attorneys, domestic violence (DV) offenders, DV victims, and children. From anger management and parent classes to DV counseling and intervention services, Turning Point is dedicated to creating safer communities and fostering healing for those affected by domestic violence.

Batterer Intervention Program
Evidence-based intervention program certified by the Domestic Violence Coordinating Council (DVCC). Includes orientation, evaluation and psycho-educational group sessions. The primary goals of the program are to increase offender accountability and victim safety, and promote positive alternatives to abuse. This program is also offered in Spanish. Fees are based on a sliding scale.
Anger Management
Group sessions are for men and women who have directed their offenses toward people that are NOT intimate partners. Fees are based on a sliding scale.
Victim and Children Services
Victims of domestic violence most often self-refer and may receive individual counseling or participate in a support group with others. The children's program serves children ages 4 -17 affected by domestic violence. Individual and group counseling, play therapy, safety planning, parenting support for the non-abusing parent, and services for teens in abusive dating relationships are offered.
Prevention-REAL Relationships
Focused on the primary prevention of teen dating violence. Utilizes two evidence-based programs, Hanging Out or Hooking Up for school-based wellness centers and Shifting Boundaries (with adaptations to fit the local school districts) to improve youth knowledge and skills around having healthy relationships. Programming made possible through funding from the Centers of Disease Control and Prevention (CDC).
Domestic Violence Community Health Advocacy
The DV-CHA project provides life-saving srvices and care coordination to victims of domestic violence and crucial training and recourses to healthcare providers. In order to strengthen the healthcare response to domestic violence, DV-CHA provides regular training to healthcare teams. The DV-CHA provides information on available resources, helps with safety planning, and assists with emergency needs. Through regular communication and trauma-informed approaches, the DV-CHAs build supportive connections that focus on the long-term safety and health of the client. 
Seperating, Divorcing and Parent Education
Separating and Divorcing Parent Education classes are offered for adults who have petitioned the court for custody or divorce. An additional domestic violence component is offered for parents with a history of domestic violence. Seperate classes are provided for men and women.

Who is eligible?
 Delaware youth ages 16-23 who fall into one of the below categories are eligible: 
Youth in foster care or group home setting 
Youth who have “aged out” of the foster care system 
Youth who obtained guardianship or adoption after age 16
 
*Note:  A youth who exited care in another state is eligible for limited Independent Living services in Delaware, however, verification must be obtained before services are provided. 
How can I participate in the program?
Referrals are submitted through the Division of Family Services. If you are 18 or older, you can make a self-referral for independent living services.
What areas in Delaware provide independent living services?
The Independent Living program is statewide and consists of contracted Independent Living Providers located in New Castle, Kent, and Sussex Counties. People’s Place Independent Living Program provides services in New Castle, Lower Kent, and Sussex Counties.
Does People's Place Independent Living provide housing?
People’s Place Independent Living Program provides community-based services and is not a housing program. While we are not a housing program, we can connect youth with housing services in the community and make referrals to transitional and independent living housing.
